CEX-routed no-KYC swap that names its fee out in the open: a flat 4.6% on every quote. That positions it as the transparent-fees counterpart to SplitNOW's silent-spread model on the same underlying routing (centralized exchanges via partner desks).

Why this matters editorially: xmr.club grades on fee *transparency*, not absolute fee level. A 4.6% swap that surfaces 4.6% beats a 3% swap that markets 1% and pockets the rest. xmr2cex is the canonical example of the `transparent_fees` tag we ship in the methodology.

Status: seeded from peer-directory cross-listings (Monerica, KYCnot) — not yet end-to-end audited by xmr.club. Listed at C as a placeholder grade pending the signup + deposit + payout test. If the live test confirms quote-equals-fill, expect a re-grade to B with the `transparent_fees` chip.

Third-party recourse. Backed by a $28,000 guarantee posted at OrangeFren — if the operator goes rogue (KYC freeze, withdrawal hold, vanishing partner) OrangeFren makes the user whole from the guarantee pool, up to the posted amount. That's the strongest external trust signal a routing-style swap can carry; very few peers in the directory have this.

Posture (per operator's ToS). Self-describes as no-KYC, no-account, no-identity *regardless of asset, transaction size, location, or market conditions* — explicitly no exceptions. Data-minimization: no PII collected, no persistent identifiers, no behavioral analytics, no fingerprinting; transient technical data only, not retained beyond what executing the swap requires. Liquidity sourcing: CEXs / CEX market access, with the explicit claim that user deposits are *not mixed or recycled* into other users' swaps. Treat all of these as claims pending live verification — the audit will spot-check each one.
